We are looking for an individual who has a background in public safety policy, law, or related fields to advance our Model Policy to the pilot implementation launch. In this position you will report to the Executive Director.
The Model Policy was created in collaboration with a major national law firm. It is designed to be easily implemented by small and mid-sized cities. The Project Leader will provide oversight and coordination and work with Stanford faculty, outside law enforcement officials and policy experts to create a Stanford quality-controlled final version of the Model Policy. The final deliverables include a) Model Policy; b) final supporting memoranda for each chapter; c) detailed charts and reference materials; and d) a range of explanatory materials.
The Project Leader will also design and solicit opportunities for candidate cities to participate in the initial implementation pilot(s).
Completion of the project will require additional legal analysis of critical issues such as the intersection of qualified immunity rules with the Model Policy, and a comparative analysis of legal doctrine governing excessive force violations with the Model Policy standards.
You will also lead and supervise quality control and detailed review of citations and references in the Model Policy. This includes organizing and cataloging policy information collected from over 100 law enforcement agencies and helping to design a data management system and relevant tools for accessing that information.
The successful candidate should have knowledge of and familiarity with the history of racism in the US and its consequences, including income and wealth disparities, housing and education segregation and disparities, mass incarceration, violence, and the history of tension and violence between police and Black communities and other marginalized groups, and contemporary debates about racial equity and solutions.
Job Description:
Core Duties:*

Oversee and administer research activities by evaluating the Model Use of Force Policy project, making recommendations that impact the project, and coordinating and implementing changes.

Collect and analyze data, create reports, review and explain trends, formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the Model Use of Force Policy project.

Write and/or edit complex content for proposals, and other program activities under the general direction of the Executive Director.

Represent the Model Use of Force Policy project as the key contact and subject matter expert for the Center and develop communications for internal and external constituencies.

Organize and/ or participate in outreach activities such as events, partnerships, training and conferences.

Lead workshops and facilitate meetings.

Advance project from draft phase to rollout of initial pilot implementation.

Oversee quality review of current draft materials.

Supervise legal analysis of critical issues. For example, the intersection of qualified immunity rules and the standards set by the Model Policy; and comparative analysis of Supreme Court doctrine for use of excessive force with the Model Policy standards.

Help identify University faculty and outside law enforcement and policy experts to review and endorse the project.

Prepare overview material, introduction, and executive summary for the Model Policy.

Build relevant use of force policy collections and supporting databases.

Work with technology advisors to create user friendly interfaces and tools for public access to project data collections.

Solicit pilot cities for early adoption and develop a pilot implementation plan.

Develop communications strategy for promoting the model policy.
Minimum Education and Experience Required:
Graduate degree and two years of relevant work experience or combination of education, training, and relevant experience.
Minimum Knowledge, Skills and Abilities Required:

Demonstrated oral, written, and analytical skills, exhibiting knowledge of issues relating to racial equity and racial justice.

Ability to oversee and provide basic direction to staff.
