JOB PURPOSE: 

The Hoover Institution is in a unique period of growth and development under the leadership of its director, Condoleezza Rice. To fully capitalize on new opportunities and ensure long-term financial success, Hoover requires actionable financial insights and sophisticated analysis. The Institution is seeking an Assistant Director of Finance and Budget Officer to lead and support this growth by providing expert financial partnership and guidance to Hoover’s senior staff and leadership.

Reporting to the Chief Financial Officer (CFO), the Assistant Director of Finance and Budget Officer will oversee Hoover’s $130 million annual budget, leading all aspects of budgeting, financial planning, data analytics, grant and contract administration, and financial compliance. This role is responsible for ensuring data-driven insights are consistently used to drive financial decisions, making data analytics a core part of Hoover’s budgeting and financial management processes.

The ideal candidate is a proactive leader with strong management experience, skilled in talent development and mentorship, who can build a high-performing team of financial analysts and associates to increase capability and effectiveness of the team. This team will handle budgeting, expense, and funds management for a portfolio of strategic research programs and functional units, ensuring that each unit is equipped with accurate, actionable financial data.

The Assistant Director of Finance and Budget Officer will foster collaborative relationship by emphasizing excellent customer service to internal stakeholders, including Functional Leaders, Program Directors, Program Managers and Fellows to ensure that budget management aligns with Hoover’s strategic priorities. They will act as a liaison between Hoover and central offices, such as Financial Management Services, Office of Research Administration, and the University Budget Office. 

As a key thought partner to the CFO, the Assistant Director of Finance and Budget Officer will lead the development of Hoover’s operating and capital budgets, providing vital financial reporting and analysis to the University, Hoover’s leadership, and the Board of Overseers. This role requires excellent interpersonal skills, strong problem-solving abilities, and the capability to synthesize complex data into actionable insights to support decision-making.

This is a hybrid role based at Stanford University, providing a unique opportunity to contribute to the financial health and strategic success of a world-class research institution.

Provide strategic direction for the administrative and operations-related functions for a large department, multiple departments or programs within a school. Achieve research and teaching mission and goals through the management of staff and/or managerial staff. Partner with and/or influence faculty leadership on departmental affairs.


CORE DUTIES*: 

  • Direct staff and provide leadership to achieve goals and vision of the organization. Responsible for hiring and retaining staff, career coaching, personal development for direct reports and accountable for the performance of employees.
  • Develop and implement a robust process for generating monthly reporting and quarterly variance analysis for functional and programmatic managers
  • Lead, execute and communicate operational and long range budgets, forecasting and strategy; direct business operation and administration functions; may manage oversight of post award sponsored research administration and services.
  • Independently initiate and create strategic plans for organization or program(s) managed. Make recommendations that may impact the unit's academic and research capabilities. Identify and resolve strategic issues of substantial significance that affect the overall functioning beyond the immediate unit, consult and advise senior leadership. Oversee allocation of all resources.
  • Manage the direction of internal academic and administrative policy development for programs and administrative operations.
  • Oversee and/or manage the finances across all sources for the annual budget cycle, including developing, monitoring, analyzing forecasting and reporting to ensure the financial success of the organization.
  • Manage and coordinate grants and contracts for the department. Ensure compliance with institutional and external requirements.
  • Advise senior management on programmatic and policy development. May provide input to university leadership on institutional academic and administrative policies and guidelines.

MINIMUM REQUIREMENTS:

Education & Experience: 

Bachelor’s degree and seven years of relevant experience in administrative and financial management, or combination of education and relevant experience. Five years of progressively responsible managerial experience with demonstrated financial acumen.

  • Demonstrated leadership and supervisory, planning and change management skills.

  • Excellent communication skills. Able to influence people, solve problems, troubleshoot, think creatively and resolve conflicts.
  • Advanced financial expertise in accounting budget planning, and financial forecasting.
  • Advanced expertise in grants and contract administration.
  • Advanced analytical and problem solving skills Strong knowledge of industry standards and/or regulatory requirements.
  • Strong negotiation and effective interpersonal skills.
  • Attention to detail and accuracy.
  • Advanced expertise in business and management computer applications and databases.
  • Subject matter expertise for area(s) of responsibility.
  • Ability to multi-task and manage deadlines.

Preferred/Desired Knowledge, Skills, and Abilities: 

  • Proven ability to build and nurture relationships and to cultivate a budget-conscious mindset across an organization.
  • Experience in creating charters, designing processes, driving change management initiatives, and implementing process improvements.
  • Strong background in managing finance and operational functions.
  • Exceptional communication skills, including relationship-building, conflict resolution, consensus-building, and a solutions-oriented approach.

This role is open to candidates anywhere in the United States. Stanford University has five Regional Pay Structures. The compensation for this position will be based on the location of the successful candidate. 

The expected pay range for this position is $134,534 - $228,383 per annum for remote positions.
The expected pay range for this position is $198,098-$251,874 per annum for hybrid positions.

The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
